How do you apply for citizenship and permanent residency?

There are special regulations for the following groups of people that were not taken into account in the test:
- Guest workers (“Gastarbeiter:innen”) who came to the BRD (“Bundesrepublik Deutschland”) before 1974 and contract workers (“Vertragsarbeiter:innen”) who came to the DDR (Deutsche Demokratische Republik”) before 1990 (simplified income and German requirements, no naturalization test),
- Children under the age of 16 (language skills are assessed according to age, no naturalization test),
- People who are unable to work or disabled, single parents, pupils, trainees and students, recipients of basic old-age benefits and people who care for relatives can apply for the citizenship at the discretion of the authorities under certain circumstances without a means of subsistence,
- Persons who are unable to work or disabled may, under certain circumstances, apply for the citizenship at the discretion of the authorities without a means of subsistence,
- Persons who do not make a commitment to the free democratic basic order, to the historical responsibility arising from the National Socialist reign of injustice, to the special protection of Jewish life, to the peaceful life of peoples and to the prohibition of wars of aggression, or for whom there are factual indications justifying the assumption that the commitment is incorrect, as well as persons who are married to several spouses at the same time or who show by their conduct that they disregard the equal rights of men and women, are excluded from applying for the citizenship.
